The Samsung Galaxy J7+ is obviously the higher-end phone at PHP 19,990. It has a more capable 64 bit Helio P20 octa core processor for gaming and brighter dual rear cameras for point and shoot lowlight photography. It even has a facial recognition feature and Samsung's own Bixby support.
On the other hand, the Huawei Nova 2i doesn't lag that much behind despite the lower PHP 14,990 price tag. It's also about the same size of Samsung Galaxy J7+ even if it has the bigger 5.9 inch FullView display w/ wider and taller 18:9 screen aspect ratio which lets you enjoy a near bezel-less experience. It even has double the base expandable storage at 64 GB vs 32 GB.
The Nova 2i is also one of the few phones in the world to sport a quad camera setup. There's two behind and two in front for nicer photographs w/ background blur or bokeh effect.
On paper, if you can stretch your budget for PHP 19,990, the Samsung Galaxy J7+ is one of the stronger deals right now. But, if you only have PHP 15,990 to spend, getting the Huawei Nova 2i is almost a no-brainer.
